How to Make a Home Office Work During an Internet Outage

The goal is to keep essential work moving, not to recreate your normal broadband connection at any cost.
Start by separating essential work from internet-dependent work
Make two lists before the next outage. The first should contain tasks you must still complete, such as replying to a small number of urgent messages, accessing a particular document, joining a critical call, or sending a deadline-sensitive file. The second should contain tasks that can wait, such as large downloads, software updates, video uploads, routine meetings, and general research.
This distinction matters because mobile data is a limited resource. A phone hotspot may be perfectly adequate for text email and a short audio call but unsuitable for several hours of video conferencing. If you treat every task as equally urgent, you can spend your available data quickly and still have no connection for the one task that actually matters.
Write down alternative versions of your recurring work. You aren't trying to make every process identical; you are deciding which outcome is essential and which part of the usual process can change temporarily.
Use your phone as a limited backup connection
Most smartphones can share their mobile connection through Wi-Fi hotspot, USB tethering, or Bluetooth tethering. Wi-Fi hotspot is usually the simplest option for several devices, while USB tethering can be more stable for one computer and may keep the phone charging. Bluetooth generally uses less power but is slower and less convenient for demanding work.

If you know the outage is affecting a wider area, don't promise a precise restoration time unless your provider has supplied one; estimates can change.
Keep a short list of work contacts and phone numbers somewhere accessible offline. Include an alternate contact method for people you work with regularly, along with the information needed to identify an urgent task. This is more useful than maintaining a complicated communications system that you won't remember how to use under pressure.
If cellular service is also unreliable, your options narrow. You may still be able to complete offline work, prepare files for later delivery, and use local devices. Treat the loss of both broadband and mobile service as a reason to prioritize and document work rather than repeatedly attempting large connections that are unlikely to succeed.
Plan around the limits of the fallback
A hotspot is a bridge, not usually a replacement for broadband. It may be limited by data, signal strength, congestion, battery capacity, or the terms of your plan. If your router and computer are both essential, a small uninterruptible power supply can help during short power interruptions, but its runtime and capacity need to match the equipment. It won't restore an internet connection when the broadband service itself is down.
Verify equipment and service details: If you decide to buy a hotspot, battery backup, or temporary data add-on, check current compatibility, coverage, capacity, fees, and return terms from the relevant provider or manufacturer. Test the plan while everything is working
A fallback plan is only useful if you can activate it quickly.
