How to create a technology emergency kit for winter storms

Winter storms create technology problems in layers. A useful emergency kit doesn’t need to contain every gadget you own. It should help you keep essential devices powered, find trustworthy information when internet service is unavailable, communicate when networks are strained, and avoid damaging equipment in cold or damp conditions. The best kit is usually small enough to store together and simple enough for anyone in the household to use.
Start with the devices that matter most
Make a short list before buying anything. For most households, that list includes phones, a tablet or laptop used for work or school, medical or accessibility devices that depend on charging, and any radio, lantern, or communication device you plan to use during an outage. Include devices needed for travel, such as an e-reader, navigation unit, or child’s tablet, only if they serve a practical purpose.
Then identify the connections each device requires. A modern phone may use USB-C, while an older phone, wireless earbuds, or a rechargeable flashlight may use a different connector. Some laptops need a higher-wattage USB-C charger than a phone power bank can provide. Write down the connector and charging requirement for each priority device rather than assuming one cable or battery will handle everything.
This small inventory prevents two common mistakes: buying a large battery that can't charge your important device, and packing several duplicate cables while missing the one your phone actually needs. Keep one charging cable attached to, or stored beside, each major power source. Add at least one spare cable for the phone or phones that would be most important during an outage.
Build the power section around layers
A dependable kit uses more than one way to recharge. The first layer is ordinary wall charging: a compact USB wall charger, the correct cables, and a way to charge devices from an outlet when electricity returns. A second layer is one or more power banks. A third might be a vehicle charger or another charging option available at a destination.
Choose a power bank by useful capacity and output, not just the largest number printed on its packaging. A small bank may be enough for occasional phone top-ups, while a larger one can support several phones or a longer interruption. Check its output ports and charging instructions, and avoid assuming that a USB-C port automatically supports laptop charging. If more than one person may need power, a model with multiple suitable outputs can reduce arguments when the weather is at its worst.
Recharge the power banks after every use and check them periodically. Batteries slowly lose charge while stored, and a power bank that has been left empty for months may not be ready when needed. Keep a simple note with the kit showing the last recharge date. Replace units that swell, crack, leak, become unusually hot, or show other physical damage; don’t put a damaged lithium battery back into storage.
A car can provide another charging route, but it isn’t a substitute for a charged power bank. Vehicles may be inaccessible, snowed in, or unsafe to run. If you use a vehicle charger, make sure it fits the vehicle’s power socket and can deliver enough power for the intended device. Never run a gasoline- or propane-powered vehicle, generator, or other fuel-burning equipment in a garage, enclosed porch, shed, or near an opening into the home. Carbon monoxide is odorless and can be fatal.

Add information that works without the internet
Internet service may fail because your home router has no power, because a local network is damaged, or because many people are trying to connect at once. Save important information before bad weather arrives rather than waiting for a warning when networks may already be busy.
Download maps for your local area and common travel routes. Include the places you may need during an outage: hospitals, pharmacies, shelters, family addresses, fuel stations, and alternate routes around flood-prone or mountainous roads. Offline maps are helpful, but they may not show road closures, fallen trees, or current transit changes. Treat them as a reference, not as a live safety report.
Save household contact details in more than one form. A printed list can include family members, neighbors, workplaces, schools, medical providers, insurance contacts, and utility companies. Store a digital copy on a phone or tablet as well. If you keep copies of identification, medication information, insurance details, or emergency plans, protect them with a device passcode and use an encrypted storage option when available.
A battery-powered or hand-crank radio can provide another route to official updates, particularly when mobile data and home internet are unavailable. A phone can receive wireless emergency alerts when it has power and a compatible connection, but it shouldn't be your only information source. Consider downloading the relevant weather service app and checking whether it supports offline access to previously viewed information, while remembering that forecasts and warnings themselves require a current connection.
Plan for backup connectivity without overbuying
During a short outage, a charged phone may be all you need. If your home internet is down but the mobile network still works, a phone’s hotspot can connect a laptop or tablet. Test this feature in advance, including the hotspot name, password, battery impact, and any limits imposed by your mobile plan.
A second mobile carrier can improve resilience in some places, but it isn’t guaranteed to work during a regional outage. Coverage depends on local towers, terrain, congestion, roaming arrangements, and the condition of the power grid. If you already have an unlocked spare phone, keeping it charged with a compatible SIM or eSIM plan may be useful, but buying a second subscription solely for emergencies may not be worthwhile for every household.
Satellite messaging devices and satellite phones can be valuable in remote travel or areas with limited cellular coverage. They generally require compatible hardware, an active service plan, a clear view of the sky, and advance setup. They also have limitations around indoor use, heavy weather, battery life, and the type of messages they can send. For a typical household preparing for an occasional neighborhood outage, official alerts, a charged phone, a radio, and a contact plan may be more sensible than specialized satellite equipment.
Don't assume that an emergency call will always connect from any phone in any location. Coverage, device compatibility, network congestion, and local calling arrangements matter. If someone in your household may need emergency services, learn the appropriate local options and keep the phone charged. Use text messaging when voice networks are congested only if local emergency authorities support that method; texting emergency services isn't universally available.
Treat lighting as part of the technology kit
A phone flashlight is useful for a quick search, but it is a poor primary light. Using it for hours drains the battery you may need for communication. Pack at least one dedicated flashlight or headlamp, with spare batteries stored separately if the design calls for them. Rechargeable lights should be topped up and tested along with the power banks.
A headlamp is particularly useful when you need both hands to open a valve, climb stairs, handle a cable, or clear a small obstruction. A lantern can light a room more effectively, but keep rechargeable lanterns and power banks away from water and unstable surfaces. Avoid using candles near curtains, bedding, paper, or other materials that can catch fire, and never leave an open flame unattended.
Label the controls on unfamiliar devices if several people may use the kit. A brief note can explain how to turn on the lantern, check the remaining battery, and recharge it. Emergency equipment isn't very helpful if everyone has to search for its instructions in the dark.
Store the kit for cold, moisture, and quick access
Keep the kit in a waterproof or water-resistant container near an exit, but not somewhere likely to freeze, flood, or become inaccessible under stored items. A basement may be convenient, yet it can be a poor location if melting snow or a burst pipe is a concern. A garage can become very cold, and extreme temperatures can reduce battery performance or shorten battery life.
Lithium-ion batteries generally perform poorly in very cold conditions. A phone or power bank may appear to lose charge quickly when cold and recover some capacity after warming. Don’t charge a battery that is ice-cold or visibly wet. Let it return gradually to room temperature, keep it dry, and follow the manufacturer’s instructions. Don’t heat it with a stove, radiator, hair dryer, or other direct heat source.
Use small labeled pouches for phone cables, laptop charging equipment, batteries, and documentation. Keep a printed inventory on the lid. Once or twice during the winter, test every major item: turn on the lights, recharge the power banks, inspect cables, check the radio, and confirm that downloaded maps and contact information are still present.
Include a travel-sized version
If a storm could interrupt commuting or holiday travel, prepare a smaller pouch that can move with you. It might contain a charged power bank, two appropriate cables, a wall charger, a vehicle charger, a small flashlight, earbuds if needed for alerts or calls, and a printed contact card. Store it in a backpack or carry-on rather than leaving it in a cold vehicle for long periods.
For winter driving, technology should supplement—not replace—ordinary cold-weather supplies. A phone can't clear snow, provide warmth, or make an unsafe road passable. Keep the device accessible without encouraging use while driving, and charge it before leaving. Download directions and confirm the route before entering an area where cellular coverage may be limited.
A sensible final check
The finished kit should answer four questions: How will you charge the essential devices? How will you get reliable information if the internet fails? How will you communicate if a network is weak or congested? How will you find and use the equipment safely in cold, dark, or damp conditions?
Start with the phones, cables, power banks, lighting, offline maps, contact information, and radio that your household can use immediately. Add specialized connectivity or laptop power only when your work, travel, health, or location justifies it. Keep everything together, test it before the first major storm, and replace anything damaged or no longer compatible. That approach costs less and creates fewer points of failure than filling a container with gadgets you haven’t practiced using.
